华南师范大学地理科学学院安宁副教授(第一作者)等在社会文化地理学标杆性期刊Social & Cultural Geography发表题为“The geopolitics of a female Chinese migrant charity network in Zimbabwe: Insights from Love in Africa” (https://doi.org/10.1080/14649365.2022.2053195)的研究论文。
现代人类社会是一个高度流动的社会,无论是人口的流动,还是生产要素的流动,都面临着与新的环境“邂逅”和适应的挑战。地理学对跨境和跨地方流动所产生的社会议题进行了广泛的研究,尤其是对于跨境和跨地方流动所反映的不同尺度上的地缘政治互动。
本文聚焦于津巴布韦一个名为“爱心妈妈”(Love in Africa)的中国女性组织,并考察了她的地缘政治影响。通过借鉴批判地缘政治、女性地缘政治和公共外交等理论,本文首先对现有研究中缺乏对跨国地缘政治的关注和对国家和非国家行为者之间联系的概念化的不足提出了批判。在此基础上得出了两个重要的发现。首先,本研究表明,像“爱心妈妈”这样的移民组织在国家主导的经济发展过程中兼顾了许多在宏观尺度上和视野中被忽视的细节,这说明移民群体并不总是挑战国家主导的地缘政治话语,也可以以不同于国家实践的形式以及与之形成的协同作用。其次,本研究说明了“爱心妈妈”作为一种女性化的主体,是如何与国家权力所表现出的男子气概形成一种以爱、关怀和跨国团结为特征的替代空间。即使被排除在国家实践之外,这些中国女性在塑造地缘政治话语方面从某种意义上讲与国家话语形成了合力。这些发现加强了现有批判地缘政治研究中未充分探讨的国家和非国家行为者之间的联系,并推动了跨国地缘政治的研究议程。
本研究得到了国家自然科学基金(42171226; 41871127; 41630635)等项目的支持。Social & Cultural Geography是社会文化地理领域的权威期刊,2021年影响因子为2.888。该研究由安宁(华南师范大学地理科学学院副教授)、王敏(华南师范大学地理科学学院副教授)、朱竑*(广州大学地理科学与遥感学院教授)共同完成。广州大学硕士陈浩然、华南师范大学硕士梁邦兴等同学参与了实地调研。
Modern human society is a highly mobile society. Whether it is the mobility of population or the mobility of production factors, it is faced with the challenge of "encounter" and adaptation to the new environment. Geography has been conducting extensive research on the social issues arising from cross-border and trans-local flows, especially on the geopolitical interactions reflected by cross-border and trans local flows on different scales.
This paper focuses on Love in Africa, a female Chinese migrant charity network in Zimbabwe and examines its geopolitical influence. It makes two vital finding by drawing on the theories of critical geopolitics, feminist geopolitics and public diplomacy, as well as the criticism for the lack of attention to transnational geo- politics and insufficient conceptualization of the links between state and non-state actors in existing studies. First, this study shows that migrant organizations such as Love in Africa have dealt with many neglected details in China’s state-led economic development process, which explains that migrant groups do not always challenge the state geopolitical discourse but can also form synergy with it in a form that is different from state practices. Second, this study illustrates how Love in Africa as a feminized subjectivity carves out an alternative space of love, care and transnational solidarity in contrast to the masculinity demonstrated by the state power of China. Even being excluded from state practices, these Chinese females have formed a joint force with the state in shaping geopolitical discourse. These findings reinforce the link between state and non-state actors that is under-explored in existing critical geopolitical studies and prompt an agenda of transnational geopolitics.
